Prior to 2001, Indian students aspiring to do graduation in medicines abroad had a limited choice of Foreign institutions that were acceptable to MCI. These were listed in various Schedules to the Indian Medical Council Act, 1956. When an Amendment to this Act in late 2001 opened up whole world to our students, none of the Indian consultants could really understand its significance. Since Nepalese consultants had been sending students from their country to Chinese institutes for decades, they were quick to spot an opportunity to send Indian students to Chinese medical institutes.
In 2003, some Nepalese agencies opened their offices in India and started appointing franchisees in various territories. Since most of the Indian franchisees so appointed had not visited the Chinese medical institutes themselves, they had no means to check the authenticity of the information they were passing on from their principals to their prospective students. In most cases, after landing in their institutes, students felt cheated and disappointed as the ground realities were starkly different from the information provided to them.
In December 2004, Lt Cdr Passi decided to take up the challenge of smashing the monopoly of Nepalese agencies and striking direct contact with the Chinese institutes. He boarded his maiden flight to China on 06 December 2004 and headed for Zhengzhou University. The Dean and the Director of the University were only to pleased to deal directly with an Indian consultant and an Agreement to this effect was signed.
In early 2005, we appointed franchisees in Srinagar, Jammu, New Delhi, Jaipur, Ahmedabad, Pune, Hyderabad and Chennai. In our first batch, we sent 33 students to Zhengzhou University. The number jumped to 54 the following year and included students from USA, Yemen, Jeddah, Bahrain and Saudi Arabia. |
